BRES' site plan review gets tabled
After closing the public hearing, the Boothbay Harbor planning board began its site plan review Oct. 20 for Boothbay Region Elementary School's (BRES) renovations.
As reported in the Register, the project contains two building additions, including a formal entrance with vestibule, administrative offices, new middle school classrooms and student common area, as well as internal renovations throughout. For site improvements, there will be a formal bus and parent drop-off area, more parking closer to the entrance and pedestrian areas with enhanced accessibility.
Proceedings hit a snag due to timeline issues with a Department of Environmental Protection (DEP) permit, which is not expected to be in-hand until January due to processing times on DEP's part. Meanwhile, by town ordinance, a site plan can't be approved without all needed permits. There are also requirements dictating the board must approve/disapprove an application within a certain time after receiving a completed site plan review application or having a public hearing (170-66 (A) (8)).
The ordinance also allows for a timeline extension by written mutual agreement. The board and applicants agreed to table.
The site plan review was deemed complete on the condition the applicant provides a construction timeline (section 170-69 A) and a copy of a supplemental DEP submission. The matter was then tabled until required permits are received, including a DEP Site Location of Development permit and state Fire Marshal approval.
Construction is expected to begin in July 2027.
