Sheriff's Department might resume temporarily assisting Boothbay Harbor police staffing
Lincoln County Sheriff's Department is considering a temporary agreement with Boothbay Harbor to provide additional law enforcement personnel for coverage on Friday and Saturday nights. On July 7, Sheriff Todd Brackett told commissioners Boothbay Harbor reached out to him for additional manpower.
Brackett reported Boothbay Harbor is down three policemen and needs up to 16 hours per week assistance for patrolling the downtown and pier regions. The agreement would run from July 1 to Oct. 30. Brackett said the sheriff's department would not mandate that deputies work overtime hours.
"In the past, we've been able to supply Boothbay Harbor with deputies who volunteered for the extra time. This will continue, and why the agreement is up to 16 hours per week. Our deputies won't be mandated to work the extra shifts if they don't want to,” Brackett said.
Commissioners will review the agreement once it has been checked by County Finance Director Michelle Kane for possible approval.
In other action, commissioners approved a $20,000 grant for a new Edgecomb substance recovery center. A New Leash on Life Recovery Center recently opened at a former animal kennel. The center is for women recovering from substance abuse. The patients will live and work at the kennel while undergoing therapy. “Patients receive on the job training and wages for working at the kennel along with their treatment for substance abuse," County Administrator Carrie Kipfer said.
The sheriff's department is receiving an additional federal grant for monitoring traffic. Commissioners accepted a $5,000 federal Highway Safety Grant which will fund additional patrols. "Speed is the single most frequent complaint I receive as sheriff. This grant will go along with a $9,900 grant we received earlier this year providing more coverage around the county,” Brackett said.
A former 911 dispatcher, Sonia Lilly, was honored for saving the life of a Nobleboro resident. The Phoenix Award is presented by Maine Emergency Medical Services to licensed clinicians or dispatchers who use their skills and knowledge in a successful resuscitation during a non-traumatic out-of-hospital cardiac arrest.
Lilly died on Jan. 13, 2026 so County Communications Director Tara Doe presented the award to her husband Steven Lilly, who accepted on her behalf during the meeting.
Commissioners entered in a contract with the Maine Office of Community Affairs and State Resilience Office for a floodplain manager’s position. Lincoln County Regional Planning Commission Executive Director Emily Rabbe explained state funding for adding 10 floodplain manager positions statewide resulted from 2024 January storm damage. State legislation was passed creating up to 10 additional positions statewide, according to Rabbe.
Under the contract, Lincoln County Regional Planning Commission will receive $125,000 to create a position. "The position will be housed in the commission, but the floodplain manager will work directly with municipalities,” Rabbe said.
Commissioners will meet next at 9 a.m. Tuesday, July 21 in Lincoln County Courthouse in Wiscasset.
