Vote yes on ordinance changes

There are 32 proposed changes to the Boothbay town zoning ordinances. Regarding the sign ordinance: the selectmen charged the planning board almost two years ago to review the sign ordinance and to make recommendations for change. This review was initiated by Bigelow Lab.
The current sign ordinance refers you to district standards, which establish a 50-foot setback for signs. In Bigelow Lab's case, the sign may not be seen by delivery vehicles, which could result in a turn around somewhere at the end of Ocean Point. That would not be very desirable.
Additionally, most business signs along Route 27 and throughout town are not in compliance with the current 50-foot sign setback. After reviewing the state statute and through further discussion with the MDOT Right of Way control supervisor, we were informed that the state only requires on premises signs to be 33 feet from the center of the road.
Additionally, the state statute was reviewed regarding “internally illuminated” signs and “changeable display” signs. The state says they are allowed as long as the lighting does not cause glare or impair the vision of an operator of any motor vehicle. Regarding changeable display signs, typical of the Clipper Mart, T & D Variety, Boothbay Region High School and the Irving Station, the state statute states that these signs must change as rapidly as technologically practicable with no phasing, rolling, scrolling, flashing or blending. The proposed ordinance changes are intended to be in compliance with the state statute.
Other ordinance changes include allowing Stimson Marine to build boats through the “home occupation use” which David supports and has written an article in the Boothbay Register stating such.
Changes to C3 District Zoning Map include E.A. Giles & Son, Boothbay Region Refuse District and Boothbay Harbor Country Club property, which are all currently in the residential district.
Another change is the removal of driveways and parking areas from the definition of a “structure.”
In summary, I am recommending a yes vote to Article 4. These changes are in the best interest of this community.
