Town manager will request port committee consider BSA’s concerns about moorings
The Nov. 14 Boothbay selectmen’s meeting lasted only 35 minutes, but one topic dominated it. For the second consecutive meeting, Boothbay Shores Association member Peter Yesmentes requested board involvement on mooring ordinances. On Oct. 24, Yesmentes spoke about “questionable town management” of an “outdated harbor ordinance” and lack of port committee meetings. Selectmen suggested Yesmentes seek satisfaction from the port committee.
But two weeks passed and no one, not Yesmentes or Town Manager Dan Bryer, contacted the port committee or Harbor Master Pete Ripley about scheduling a meeting. On Nov. 14, Yesmentes repeated his plea. He was surprised no meeting was scheduled.
“I’m back. When is the date and time of the meeting? And who will be there?”
But town officials repeated the refrain from the previous meeting that his concerns were under the port committee’s purview. Bryer compared the committee to the planning board’s role in land use ordinances. “It’s the first step in the process,” Bryer said. “If you don’t like the port committee’s decision then you go to the appeals board. This is something you should take up with harbor master and committee. This is not an issue for us.”
As the discussion continued for over 22 minutes, an audience member suggested Bryer contact the port committee about Yesmentes’ concerns for scheduling a meeting. Bryer agreed, and he’s in the process of contacting the committee chairman. Once a date is scheduled, Bryer will notify Yesmentes and post the committee’s first meeting in three years.
In his first appearance before the board two weeks ago, Yesmentes sought information about the town’s purchase of an online service onlinemooring.com. He also requested mooring locations, owners’ names and permit numbers become available on the harbor master’s website.
In other action, Bryer reported the public works department was prepared for a major snowstorm expected to hit Thursday night, Nov. 15. He also reported residents have access to sand located at the public works department. He cautioned residents to use sand from a special pile reserved for non-municipal uses. “You can take a couple of pails from a pile near the town signs,” he said.
Selectmen skipped discussions on two agenda items. Selectmen decided against discussing assembling a community broadband committee because two board members, Kristina Ford and Steve Lewis, were absent for medical reasons. The other skipped item was Railway Village’s request to replace the town hall’s floor. The building is located at BRV due to a lease agreement with the town. No discussion occurred because no BRV representative attended the meeting.
The selectmen meet next at 7 p.m. Wednesday, Nov. 28 in the municipal conference room.
