Boothbay Harbor election, annual meeting May 7, 8

Boothbay Harbor voters face a 1.26% budget increase and three code changes in a 22-article warrant at the May 8 annual town meeting. The meeting comes after town officer elections May 7 which will bring two new selectmen to the five-member board. Alyssa Allen and Devyn Campbell are running for a one-year term on the board and Ken Rayle is running unopposed for a three-year term. Jay D. Warren is seeking to fill the remaining two years of a three-year term on the Boothbay Harbor Sewer District Board of Trustees. The only other contested race is between incumbent Steve Lorrain and James Crane for the CSD Board of Trustees.

All others are incumbents running unopposed for three-year terms: Stephanie Hawke, Boothbay-Boothbay Harbor Community School District School Committee; Isabelle Lewis, BB-BBH Cemetery Board of Trustees; and James Stormont, Boothbay Harbor Sewer District Board of Trustees.

Article 16 of the town warrant reduces the property tax commitment with $1,184,786 in estimated revenues. Articles 17-19 appropriate $3,063,255 for remaining accounts; $1,211,703 for street lighting, hydrant service, Boothbay Region Refuse Disposal District, Bayville and Isle of Springs, and fireworks accounts; and $516,333 for support organizations.

Budget increases include the debt service account, by $28,822 or 37.2%, and public works account, by $49,026 or 12.8%. Decreases include the parking account, by $10,865, or 27.2%; capital account, by $60,708, or 25%; and paving account, by $39,339 or 16.8%.

Article 20 amends the land use code to require installation and maintenance of reflective markers around perimeters of all floats; Article 21 reduces the Budget Committee from seven members to five and establishes three-year terms; and Article 22 eliminates the licensing board, improves procedures and transfers duties and functions to the selectmen.

Elections are at the Boothbay Harbor municipal building 8 a.m. to 6 p.m May 7. Absentee ballots are due by 6 p.m. Election Day. The meeting is in the Boothbay Region Elementary School gymnasium at 9 a.m.
