    Dear Editor:

An update on my earlier letter concerning the negativity of the Coast Guard’s reaction to Windjammer Days. I’ve sent a copy of the letter to the editor to the Deputy Commander of the First Coast Guard District and to his ombudsman. I intend to follow up on this specific incident and on the representations which were made to me by the Chief of the Coast Guard detachment in Boothbay Harbor last year when we had discussions about the Coast Guard’s enforcement philosophy. Those discussions centered around specific events but were broadly structured to talk about the heavy presence of the Coast Guard in the harbor and their regulation of recreational boats.

Just one note: I’ve been on the coast of Maine since 1963 in various boats, large, small and in between, slow and fast, and in and out of most every harbor. I have never seen, in those harbors that have a Coast Guard presence such as Rockland, Southwest Harbor, Jonesport, Portland and others, a situation where the boats boarded every boat that came along.
