Planning board wants more information about condominium proposal

    The Edgecomb planning board needs more information about a proposed three unit condominium proposal before granting a building permit. The board requested that land developer Anthony Casella and his consultant, Karl Olson, answer 18 additional questions as a condition of approval.

    One of Casella’s business ventures, The Village at Sheepscot, is proposing building three residential units on the corner of U.S. Route 1 and Eddy Road.

    The questions deal mostly with the developer’s plan to connect water and sewer services into a nearby pumping station. Two land development projects are already hooked into the system. The pumping station services The Sheepscot Village and The View associations. A tax increment financing district (TIF) was created several years ago to pay for the system. The town established the TIF after a developer created The Sheepscot Village Association.

    Both The Sheepscot Village Association and The View are part of the district. The Village at Sheepscot would not be. Casella told the planning board on May 21 that the pumping station has the capacity for the additional flowage.

    Casella previously proposed building a 48-unit hotel on the property. He has received authorization to connect into the station. The proposed condominiums are located across the street from the pumping station.

    “There is no problem,” Casella said. “If it can handle a 48-unit hotel then it can easily handle three residential units.”

    The planning board wasn’t convinced. Board members wanted further documentation about the pumping station’s capacity. They also questioned whether Casella could connect the condominiums into the station. Casella said he received authorization from The Sheepscot Village Association. The planning board believed that authority rested with the board of selectmen.

    “The reason I’m raising these issues is the planning board ran into a huge hurdle when a previous proposal went to the select board. The last time one selectmen said he wouldn’t allow sewage to cross the road. So we need to have all of our ducks in a row before this proposal goes further.”

    Casella’s consultant, Karl Olson, thought the planning board’s interest in the pumping station’s capacity was out of their purview.

    “There are other agencies responsible for that, namely the DEP (state Department of Environmental Protection) and the selectmen. You only need to decide if we are presenting a proper application,” Olson said.

    French said it was important to iron out several details prior to this proposal being heard by the selectmen.

    The board requested Casella and Olson provide confirmation regarding the proposal. The boards wants confirmation of an alternative power supply for the pumping station. Casella reported The Sheepscot Village Association owned a generator. The board also wants a Wiscasset Sewer District document indicating it can handle the additional sewage.

    The third requirement is a site review. The planning board scheduled a site review at 6 p.m., Tuesday, June 2. The board will meet at The Sheepscot Village Harbor and Resort offices. The site review is a state requirement. French said the site review would allow the public to review the plans and ask questions.

    In other action, the board approved a Webb Roads’ man application for an accessory building. Charles Race presented plans for an 18 by 16-foot structure.

    The board also reelected French to serve as chairman and Barry Hathorne as vice chairman.

    The planning board’s next meeting is at 6:30 p.m., Thursday, June 4.
