Adult entertainment given the cold shoulder

When it comes to adult entertainment, Damariscotta would be wise to act quickly, according to its town manager.

Although there have been only perfunctory inquiries into the possibility of adult-themed entertainment in Damariscotta, the board of selectmen moved Wednesday, Aug. 20 to ensure that if and when such a business does seek to move in, the town is ready.

Town Manager Matt Lutkus said one prospective adult entertainment store made inquiries, although nothing formal came from it. The business would involve showing explicit movies and selling “unique” items.

“I think it's in the town's best interest that we be proactive,” Lutkus said. “Wiscasset, Edgecomb proceeded in the same way before a viable business could present a plan; if we have regulations in place before a business decides to come here we can point (to the existing regulations).”

Lutkus said having restrictions in place will allow downtown Damariscotta to keep its cultural aspects intact.

Lutkus said that fellow Lincoln County towns have put limits as to where an adult-themed store can set up shop. Some of those restrictions typically prohibit stores of a certain nature from being established near schools or churches.

But an outright ban on such businesses also wouldn't help the town, and would essentially be illegal.

“Other towns have been proactive,” Lutkus said. “(Adult entertainment facilities) cannot be excluded because of First Amendment rights, but they can be regulated.”

The selectmen agreed to allow Lutkus and the town staff to draft a moratorium on adult-themed entertainment venues in Damariscotta until an ordinance is crafted.

There will be likely be a discussion during a proposed Sept. 17 meeting.
